其實它和 blackout 不同
blackout 是完全無電可用
可是 brownout 是把電力降低伏特數的作法
就像缺水時會減壓供水一樣
在 brownout 中有些電器會受影響，有些不會
如果是傳統黃色電燈泡就會覺得它「好像沒那麼亮了」
因此稱為 brownout
在台灣好像沒有發生過 brownout？
但在國外會有
