到底什麼叫 charter school？
charter 在這裡是「規章、憑證」的意思
但 charter school 反而是領政府的補助款，但可以避開某些政府規定的學校
這種「特許學校」在美國是小學或中學
它們可以按照自己成立的宗旨而教學，但是仍要有一定成效
比如學生的成績一定要達到標準，一定要具備基本知識等
這種學校通常比起公立學校較為小型
但比較受到有特殊要求/需求的家長歡迎
但是如果說是 chartered (注意字尾加了 ed ) 則是「特許的」
比如有所謂 chartered bank、chartered accountant
但另一個更常用的意思是「被包租的」
像 chartered plane / flight 就是我們說的「包機」
chartered bus 則是「包租巴士/公車」
像要校外教學通常會租用 chartered bus
